Start with the district headquarters. The district administration's own page records that Hassan was earlier known as Sihmasanapuri, and that during Hoysala rule in the twelfth century an idol was found with a pleasant, smiling face, Hasana Mukhi, and that the smiling face was transformed into Hassan. Other published accounts render the older name as Simhasanapura and connect it to Janamejaya. So the government's own site and other sources give the earlier name in more than one spelling, and there is even a small transposition between Sihmasanapuri and Simhasanapuri.
Then Belur, thirty eight kilometres away and an early Hoysala capital, which published accounts say was referred to as Velapur, Velur and Belahur at different points in history. And then Halebidu, which is the strangest case of all. Three towns, in one district, all of them recorded under earlier names. If your family holds papers from any of them, the name on the paper and the name on the map may not be the same word, and that is completely ordinary here.
A Capital Whose New Name Describes What Happened to It
The Hoysalas ruled from a capital called Dwarasamudra. Inscriptions give it as Dorasamudra, and it is generally traced to the Sanskrit Dvarasamudra, from dvara meaning gateway or door and samudra meaning ocean. It was the established capital under Vishnuvardhana and served the Hoysala empire for nearly three hundred years. Karnataka's own tourism board describes the place as Halebeedu, formerly known as Dwarasamudra.
Halebidu is the name it carries today, and in Kannada that name is generally explained as the old settlement, the old encampment. A city called the gateway to the ocean is now called the old place. Nobody sat down and decided to rename it in a ceremony. The name simply changed in people's mouths after the capital fell, until the change became the record. That is a name change too, and a sadder one than anything a Gazette will ever publish.

There Is a Published Procedure, and It Is Not Ad-hoc
A well known legal services site tells readers that at present there are no rules set by the Karnataka Government regarding the procedure for change of name, and that because of the lack of a proper procedure an ad-hoc procedure is followed. That is a discouraging thing to read when you are about to spend money, and it is not the position for the route we run. The Department of Publication publishes guidelines for change of name for an adult, setting out the affidavit, the newspaper requirement, the fee and how it is paid. It is a written, published procedure.
The same passage points at Section 15A of what it calls the Karnataka Birth and Death Registration Act, 1999, as the thing that may change matters. Birth record correction is a different subject from a name change, and the provision people actually rely on for a birth certificate is section 15 of the Registration of Births and Deaths Act, 1969, which is a central Act. Mixing the two is how a reader ends up thinking that nothing is settled and anything goes.

The Hasanamba temple in Hassan city is famous for opening only once a year, around Deepavali. Ask how long it stays open and you get five answers. The district administration's own page says twelve days. One account says one week. Another says ten to fifteen days. Another says a few weeks in November. The encyclopedia entry says the duration varies each year because it depends on the Hindu calendar, opening on the Thursday following the full moon in Ashwija and closing the day after Bali Padyami.
Every one of those is written in good faith about a thing that happens in public, every year, in one small city, and is watched by thousands of people. And it still comes out five ways in print. If that can happen to a temple's opening hours, it can certainly happen to the spelling of your grandfather's name across four documents issued over fifty years by four different clerks.
Not Every Case in Hassan Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. You apply to that Registrar with the supporting documents. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority.
