Then it gives the address of that office, and the address is in Bengaluru, on Mysore Road, about seventy kilometres away.
So one instruction names three different cities. The Central Gazette is published by the Department of Publication at Civil Lines in Delhi, not in Tumakuru. The Karnataka state department sits in Bengaluru, not in Tumakuru. And there is no gazette office in Tumakuru for you to go to. If you had followed that page you would have set out for a building that does not exist, using an address in another city, for a process run from a third.

Published histories of this district list its taluks as they stood in the late nineteenth century, and three of them are unrecognisable today. Maddagiri, also written Maddigiri, is now Madhugiri. Honnavalli is now Tiptur. Kadada, also written Kadaba, is now Gubbi. The taluks did not disappear. They carried on under different names, and old records naming the earlier forms are still perfectly good records.
The boundaries moved as much as the names. Sira taluk was moved into Tumkur district from Chitaldrug in 1866. In 1882 Chitaldrug district itself became a sub-division under Tumkur, and when it was reinstated in 1886 it came back without Pavagada, which stayed here. Koratagere and Turuvekere were sub-taluks that became full taluks in 1928 and 1938. In 1956 the district was placed in the Bangalore Division. Very little about this district's map has stayed still.
Even the Meaning of This City's Name Has Four Explanations
The Zilla Panchayat's own page sets it out carefully. Popular tradition holds that the area once belonged to a territory whose capital was Kridapura, now a small village called Kaidala, and that a ruler presented it to a tom-tom beater, so the town may have been called Tumuke-Ooru after the tumuke, a small drum. But, the same page says, the original name of the place according to the tenth century was Tummeguru, meaning the place of the tumme or tumbe, a common fragrant herb found abundantly in the area. Other published accounts add tamate ooru, after a folk percussion instrument, and a story of Chola soldiers standing on the hills with an instrument called a tumaki to warn the town of danger.

The district administration lays out both kinds of explanation and tells you which one the tenth century record supports, without pretending the others never existed. That is precisely the honesty we ask of an affidavit. Name every version, say which is which, and let the reader see the whole picture rather than the tidy one.
Tumakuru Was Renamed on the Same Day as Two Cities We Also Write About
Published accounts record that Tumkur was renamed Tumakuru on the occasion of Suvarna Karnataka, the fiftieth anniversary of the state, in 2006. The change took effect for official purposes on 1 November 2014, when the Central Government approval covering twelve cities came through. The same 2006 announcement is behind Shimoga becoming Shivamogga and behind the proposal for Mangalore, which was announced then as Mangalooru and eventually took effect as Mangaluru.

A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969.
