Name Change Agent in Jamtara

We have now written about five districts of Santhal Pargana and we have watched one date come apart across them. The Jamtara civil court's history page states that the Santhals rebelled under Sido Murmu and his brother Kanhu Murmu in 1857 and 1858. The Sahibganj district administration dates the same rebellion to 1854 and 1855. The Godda district administration gives 1845 to 1855. The statute that followed it, Act XXXVII, is of 1855. Four accounts on official pages, four different windows, one rebellion.

The brothers' names come apart the same way. Sido and Kanu on one district site, Siddho and Kanho on that district's own court site, Siddhu and Kanhu next door in Pakur, and Sido Murmu and Kanhu Murmu here. Nobody has been careless in any way that mattered to them. Each page was written once, by somebody with other work to do, and then it stayed.

When we wrote about Godda we pointed out that a district data site placed it at 24 degrees 83 minutes north, which is impossible because a degree holds sixty minutes. The same site does it again here, and this time with both figures. It states that Jamtara lies at 23 degrees 94 minutes north and 86 degrees 83 minutes east. There is no ninety fourth minute and no eighty third minute. Both numbers are decimals, 23.94 and 86.80, rewritten as degrees and minutes without being converted.

The same page gives 1 April 2001 as the day this district was created. Every other source we found, including the Jamtara civil court's own history page, gives 26 April 2001. So on one page about this district there are three checkable errors, and it ranks. We mention it once and then leave it alone, because the point is not that page. The point is what happens when text is copied instead of read.

Look at three places inside this one district. For Jamtara town the official languages are listed as Hindi and Urdu. For Narayanpur, the same, Hindi and Urdu. For Bindapathar, in the Fatehpur block, the list reads Bengali, Hindi and Santhali. One district, and Bengali appears at the top of one village's entry and not at all in another's. The civil court's own page puts it more simply, saying that people here speak Hindi, that Santhali is the language of the tribal population and that Bengali is also widely spoken.

West Bengal lies along the south and east of this district, so none of that is surprising. What it means for documents is specific. A name spoken in Santali, written into a register in Bengali script, and typed years later into an Aadhaar record in English can arrive in two or three defensible forms. That is transliteration, not a change of name, and knowing which one you have decides whether you need a Gazette notification at all.

What makes a Jamtara file different is how recently the district itself arrived and how much moves around inside it. It was created in April 2001 with four blocks and has six now, two of those block names are written two ways, and the official language list changes from one village to the next, with Bengali at the top of one entry and absent from another. Add papers naming Dumka before 2001, Santhal Pargana before 1983 and Bihar before November 2000. Meanwhile the pages ranking for this district place it at coordinates that cannot exist. We ask before a single word is drafted.
