The documents must not be older than one year. This is the rule that quietly costs people the most. An affidavit sworn and a notice published, then the file left while life got busy, and a year and a half later both have to be redone and paid for again. The State's Birthday Is a Birthday From This District

Every page we write mentions 15 November 2000, because that is the day Jharkhand came into being and the day everything issued before it correctly names Bihar. What we have not said until now is where that date comes from. Bhagwan Birsa Munda was born on 15 November 1875 at Ulihatu, a village in the Arki block of what is now Khunti district. The state took his birthday for its own.

It is worth sitting with that for a moment on a page about names. A state of thirty million people chose the date of its own existence in order to carry a man's name forward. That is what a name is for. It outlasts the person and it points back at them, and keeping it accurate in a public record is not paperwork for its own sake. This district also gave the state Dombari Buru, the hill where the Ulgulan was led, and Khunti holds that history as its own.

The practical part, which is short: anything issued in this area before 15 November 2000 correctly names Bihar, and anything before 12 September 2007 correctly names Ranchi district. Even Ulihatu's Official Language Field Does Not Say Mundari

Khunti town's official languages are listed as Hindi, Nagpuri and Mundari. Now look at the entries for the places inside the district. Khunti block, Karra block and the village of Ulihatu each carry an official language field reading Hindi and Urdu. Ulihatu is Birsa Munda's birthplace and sits in the heart of Munda country, and the field for it does not name Mundari at all.

We are not saying anybody did anything wrong. We are saying that the language a family speaks at home and the language field attached to their village in a record are two different things, and a personal name has to cross from one into the other. A Mundari or Oraon name written down by a clerk in Devanagari, and typed years later into an English database, can come out in two or three forms that are all defensible. That is transliteration. It is not a change of name, and it may not need a Gazette notification at all.

Send photographs, do not type the name out: if we can see the actual form on each paper we can tell you whether you are looking at a transliteration difference or a genuine discrepancy. Typing it out loses exactly the detail that decides it, because you will type the version you believe is right, which is usually the newest one rather than the oldest.

Where the Name Khunti Is Said to Come From

A local account holds that Maharaja Madra Munda of Chhotanagpur had a son, Setea, who had eight sons, and that the eldest of those went south of Ranchi, established a khuntkatti village and named it Khunti. Khuntkatti is the Munda system of village land held by the descendants of its original clearers, and this district remains its heartland. So the town's name comes from a form of land tenure, given by the man who founded the settlement.

Khunti was made a sub division of Ranchi district in 1905 and became the twenty third district of Jharkhand on 12 September 2007, carved from Ranchi's territory, on the same day that Ramgarh was carved out of Hazaribagh. The district's own website gives its area two ways: the About District page says the district spans 2,535 square kilometres and the homepage says 2,611. Not Every Case in Khunti Needs a Gazette

Many agents sell a Gazette for every case. None of those is a defect. All were correct when written, and a transliteration is not a change of name.

A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. A note on land here, where we stop short deliberately and mean it.
