This district, formerly known as the Chini tehsil of the erstwhile Mahasu district, came into being as an independent district with effect from 1 May 1960. Chini tehsil had been created in 1891 by the then ruler and covered the whole Kinnaur valley beyond Wangtu. Before independence the valley was part of the Bushahr state, whose headquarters were at Rampur. From 1948 it sat inside Mahasu district, and only in 1960 was it reorganised into the district we now call Kinnaur.

Now read what that puts on an old certificate. A paper from before 1960 gives the tehsil as Chini and the district as Mahasu. Both of those names have since disappeared from the map. Chini tehsil ended when this district was created in 1960, and Mahasu district itself ceased to exist in 1972, when it and Shimla were reorganised into the present Shimla and Solan districts. So a clerk in another state reads two place names in a row and can find neither of them. In every other district we work in, an old paper carries one name that has changed. Here it carries two, and they died twelve years apart.

A third possibility worth checking: when Kinnaur was created in 1960, fourteen villages of the neighbouring Rampur tehsil were taken in as well. The Document Nobody Else Mentions

Your Scheduled Tribe Certificate Does Not Update Itself

More than eighty per cent of this district's population is recorded as Scheduled Tribe, and the whole district has been covered by the Tribal Sub Plan since the mid nineteen seventies. That means most families here hold a document that families in Solan or Hamirpur usually do not. A Scheduled Tribe certificate sits behind admissions, recruitment, scholarships, tribal area land entries and scheme benefits, and the name on it has to match the name everywhere else.

A Gazette notification does not touch it. The Gazette is the published proof that you changed your name, and it is what you take to each authority afterwards, one at a time. If the tribe certificate keeps the old name while your Aadhaar, degree and bank carry the new one, the mismatch will surface at exactly the wrong moment, in an admission queue or a recruitment verification, where nobody has time to read an affidavit. That is not a reason to avoid changing your name. It is a reason to plan the order, and to know before you start that the certificate is a separate application to the issuing authority.

Kalpa, Reckong Peo and Twenty Nine Years of Local Records

When the district was created in 1960 its headquarters were at Kalpa, and Reckong Peo took over that role later. So a paper from the nineteen sixties or seventies can name Kalpa as the district headquarters, which is correct for its time even though the offices are now at Reckong Peo, a few kilometres below it. Both places are still very much here. Only the seat moved.

There is a second thing about this district that shapes its paperwork. It sits on the Tibet border and was opened to outsiders only in 1989. For the first twenty nine years of the district's existence almost every record about a Kinnaura family was made locally, by local offices, in local practice. That is mostly a good thing, because the records are consistent. It becomes a problem only when the file has to be read somewhere else. A verifier in Delhi or Chandigarh sees an unfamiliar tehsil, an unfamiliar district and a certificate style they have not met, and hesitates. The answer is not to change anything. It is to name each thing accurately, with its year, so the file explains itself.

Send the oldest paper you have, whatever it looks like: a Chini tehsil entry, a Mahasu district certificate, a Bushahr era reference or an old tribe certificate from Kalpa. Not Every Case in Kinnaur Needs a Gazette

Many agents sell a Gazette for every case. That is not honest, and here the easiest sale is to point at Chini tehsil or Mahasu district on an old certificate and call it invalid. It is not invalid. Those were the correct names until 1960 and 1972 respectively. A paper naming them, or naming Bushahr or Rampur tehsil, is not a name change problem. It needs an affidavit that sets out the sequence with dates, not a notification.

A name error in a birth certificate is corrected by the Registrar through the nagar panchayat or gram panchayat where the birth was registered. Caste, tribe, income, residence and domicile certificates are corrected by the issuing authority, usually at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
