The district administration's own history gives the dates plainly. After the Sikhs ceded this territory to the British in 1846, Kullu became a sub division of Kangra district under an Assistant Commissioner. It stayed that way for well over a century. Kullu was declared a district of Punjab only in 1963, and on 1 November 1966 it became a district of Himachal Pradesh. So there is a window of about three years, and only three years, in which a document can correctly read Kullu district, Punjab.
Work backwards from that and most old paper from this valley makes sense at once. A school certificate, a land record or a birth entry from before 1963 does not say Kullu district, because there was no such thing. It says Kullu sub division or Kullu tehsil, and the district on it is Kangra. That is not a clerk writing the wrong district. It is a paper being accurate about a hundred and seventeen year arrangement. The mistake, when it happens, is made afterwards by somebody who assumes Kullu has always been a district and decides the old record must be wrong.

Lahaul and Spiti Became a District Before Kullu Did
Under British rule and after independence, Lahaul and Spiti were part of the Kullu tehsil. The district administration records that this continued until 1960, when Lahaul and Spiti was constituted as a separate district. Kullu itself was declared a district only in 1963, three years later. Both were in Punjab at the time. So the area that had been administered from here became a district first, and the place administering it followed afterwards.
For documents this produces a combination that looks impossible today. A family from Keylong or Kaza with a paper from before 1960 holds a record naming Kullu tehsil, in Kangra district, in Punjab. Three names, none of which anybody now associates with Lahaul and Spiti in Himachal Pradesh. Nothing is wrong with it. That was the correct address for over a century. A verifier reading it in another state will simply not believe it belongs to the person in front of them unless somebody has set the sequence out in writing.

The Capital Was Sultanpur, Not Kullu
Naggar was chosen as the capital of the kingdom first, and its old castle later served as the headquarters of the British Assistant Commissioner who administered the Kullu sub division. The seat then moved to Sultanpur, where Raja Jagat Singh installed the idol of Raghunathji brought from Ayodhya, and where the Rupi Palace is still lived in by descendants of the ruling family. When the British built the modern offices, hospital and bungalows, they put them around the Dhalpur ground next to Sultanpur, and the town that grew there is what everybody now calls Kullu.
So three names sit on top of one another in a small area, and old papers use whichever was current. A record can name Naggar as the administrative seat, Sultanpur as the capital or the town, or Kullu as the district that came later. The traditional revenue divisions had their own names too, the Waziris such as Parol, Lag Maharaja, Rupi, Inner Saraj and Outer Saraj, which the British left in place. None of these is a place that vanished. They are all still here, a few kilometres apart, wearing older labels.
Not Every Case in Kullu Needs a Gazette
Many agents sell a Gazette for every case, and here the easiest way to sell one is to point at Kangra district on an old certificate and call it an error. It is not an error. Until 1963 that was the correct district for this whole valley. A paper naming Kangra, Punjab, Sultanpur, Naggar or a Waziri is not a name change problem at all. Those need an affidavit that sets out the sequence with dates, not a notification, and no Gazette will change what an earlier authority correctly wrote.
A name error in a birth certificate is corrected by the Registrar through the municipal council, nagar panchayat or gram panchayat where the birth was registered, so Kullu, Manali, Bhuntar, Banjar and Anni each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
