Quick Answer

To change your name legally in Kullu, you follow three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. Kullu only became a district in 1963, so anything older than that names Kangra district, and the words Kullu district with Punjab are correct for just three years.

A Window Only Three Years Wide

Kullu Was a District of Punjab From 1963 to 1966 Only

The district administration's own history gives the dates plainly. After the Sikhs ceded this territory to the British in 1846, Kullu became a sub division of Kangra district under an Assistant Commissioner. It stayed that way for well over a century. Kullu was declared a district of Punjab only in 1963, and on 1 November 1966 it became a district of Himachal Pradesh. So there is a window of about three years, and only three years, in which a document can correctly read Kullu district, Punjab.

Work backwards from that and most old paper from this valley makes sense at once. A school certificate, a land record or a birth entry from before 1963 does not say Kullu district, because there was no such thing. It says Kullu sub division or Kullu tehsil, and the district on it is Kangra. That is not a clerk writing the wrong district. It is a paper being accurate about a hundred and seventeen year arrangement. The mistake, when it happens, is made afterwards by somebody who assumes Kullu has always been a district and decides the old record must be wrong.

Read the year first, then the district: before 1963 expect Kangra. Between 1963 and October 1966 expect Kullu with Punjab. From November 1966 expect Kullu with Himachal Pradesh. Send us the year printed on each paper and we will tell you which of the three it should say, before anybody suggests correcting it.
Central Gazette

The Central Gazette Process for a Name Change in Kullu

This is the route accepted everywhere in India and abroad. Here is each step.

Prepare and Notarise the Affidavit

A sworn declaration on non-judicial stamp paper, signed with two witnesses and attested by a Notary Public or First Class Magistrate at Kullu, Manali, Banjar or Anni.

Publish in Hindi and English Newspapers

One Hindi daily and one English daily, carrying the same old name, new name, address and affidavit date.

File With the Department of Publication

The complete file goes by post to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.

Step 1 in Detail

What Your Name Change Affidavit Must Contain

Your old name exactly as printed on your existing documents
Your new name, spelt exactly as you want it recorded forever
The district as printed with the year, whether Kangra or Kullu
Any paper naming Sultanpur, Naggar or an old Waziri
A declaration that both names belong to the same person
Your signature, two witness signatures, and the notary stamp with date
Decide the initials once, not later: inconsistent initials are the most common reason a file is returned. Choose between P. S. Thakur, P S Thakur or the full expanded form, fix the spacing and the surname spelling, and keep it identical everywhere. Our name change affidavit page sets out the full wording.
Step 2 in Detail

The Hindi and English Newspaper Rules

Two papers are needed, one Hindi and one English, not just one
The notice must repeat the same old name, new name and address as the affidavit
It must mention the date on which the affidavit was made
The advertisement usually appears in the classified section
Keep the original dated cuttings showing the paper name
Even one letter spelt differently can get your whole file returned
Cost of this step: two budget dailies cost about Rs 1,000 to Rs 1,500 together, while premium national papers can cost Rs 2,500 to Rs 5,000. Chandigarh editions reach the valley daily, so a notice is easy to place from Kullu, Manali or Banjar.
Step 3 in Detail

What Goes Into Your Gazette File

The signed Gazette application form in the prescribed proforma
The original notarised affidavit
Original cuttings of both newspaper advertisements
A request letter addressed to the publishing authority
Identity proof, two photographs and the soft copy of the notice
The fee receipt, paid in the applicant's own name
Government fee and time: Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Controller of Publications in Delhi. Publication usually takes 4 to 6 weeks after a complete file reaches the department, and the e-Gazette copy carries the same legal weight as the printed one.
The Order Nobody Expects

Lahaul and Spiti Became a District Before Kullu Did

Under British rule and after independence, Lahaul and Spiti were part of the Kullu tehsil. The district administration records that this continued until 1960, when Lahaul and Spiti was constituted as a separate district. Kullu itself was declared a district only in 1963, three years later. Both were in Punjab at the time. So the area that had been administered from here became a district first, and the place administering it followed afterwards.

For documents this produces a combination that looks impossible today. A family from Keylong or Kaza with a paper from before 1960 holds a record naming Kullu tehsil, in Kangra district, in Punjab. Three names, none of which anybody now associates with Lahaul and Spiti in Himachal Pradesh. Nothing is wrong with it. That was the correct address for over a century. A verifier reading it in another state will simply not believe it belongs to the person in front of them unless somebody has set the sequence out in writing.

If your family is from the Lahaul or Spiti side originally: say so at the start, even if you live in Kullu now. The affidavit then names Kullu tehsil, Kangra district and Punjab with the year on that paper, and states the 1960 separation and the 1966 transfer, so the chain reads as one line instead of three unrelated places. Our Kangra guide covers the parent district in detail.

State Gazette or Central Gazette in Kullu?

Here is the honest position, based on what the official portal actually states.

PointHimachal Pradesh GazetteCentral Gazette of India
OfficeController, Printing and Stationery Department, Government Press, ShimlaDepartment of Publication, Civil Lines, Delhi
Distance from KulluAbout 235 kilometres of hill road to ShimlaAbout 500 kilometres, but filed by post
How it is publishedOnline only, per the state Gazette portalPart IV, in print and as an e-Gazette
Who submits notificationsThe portal states that notifications are submitted by DepartmentsAn individual applicant files their own name change notice
Papers naming Kangra district or PunjabEffective only within HimachalOne published proof accepted in Punjab and every other state
Tourism, hotel and orchard businessesBank, GST and licence records often sit outside the stateAccepted by all of them without argument
Passport and going abroadUsually not accepted for visa and attestationThe proof passport offices and embassies look for
Government feeAs set by the state for its own headsRs 1,100 adult, Rs 1,700 minor, paid in Delhi
Our honest advice for Kullu: take the Central Gazette. Nobody should be driving to Shimla for this and the file goes by post either way, so distance is not the argument. The argument is that this valley's older records name Punjab and Kangra, its working population deals with banks, tour operators, universities and employers across several states, and a great many families here have someone working outside Himachal. A notification effective only inside the state does not match either the old paperwork or the current life. The full comparison is in our name change agent in India guide.
Naggar, Sultanpur and Dhalpur

The Capital Was Sultanpur, Not Kullu

Naggar was chosen as the capital of the kingdom first, and its old castle later served as the headquarters of the British Assistant Commissioner who administered the Kullu sub division. The seat then moved to Sultanpur, where Raja Jagat Singh installed the idol of Raghunathji brought from Ayodhya, and where the Rupi Palace is still lived in by descendants of the ruling family. When the British built the modern offices, hospital and bungalows, they put them around the Dhalpur ground next to Sultanpur, and the town that grew there is what everybody now calls Kullu.

So three names sit on top of one another in a small area, and old papers use whichever was current. A record can name Naggar as the administrative seat, Sultanpur as the capital or the town, or Kullu as the district that came later. The traditional revenue divisions had their own names too, the Waziris such as Parol, Lag Maharaja, Rupi, Inner Saraj and Outer Saraj, which the British left in place. None of these is a place that vanished. They are all still here, a few kilometres apart, wearing older labels.

Send the exact word on the seal: Naggar, Sultanpur, Dhalpur, a Waziri name or Kullu. In a valley this compact the difference is small on the ground and large on paper, and naming the right one with its year is what stops a verifier treating two of your documents as belonging to two different places.
Save Your Money

Not Every Case in Kullu Needs a Gazette

Many agents sell a Gazette for every case, and here the easiest way to sell one is to point at Kangra district on an old certificate and call it an error. It is not an error. Until 1963 that was the correct district for this whole valley. A paper naming Kangra, Punjab, Sultanpur, Naggar or a Waziri is not a name change problem at all. Those need an affidavit that sets out the sequence with dates, not a notification, and no Gazette will change what an earlier authority correctly wrote.

A name error in a birth certificate is corrected by the Registrar through the municipal council, nagar panchayat or gram panchayat where the birth was registered, so Kullu, Manali, Bhuntar, Banjar and Anni each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. Our name spelling correction page explains the difference.

Your Complete Name Change Journey in Kullu, Handled by NameChangeAgent

Most people think the Gazette is the finish line. It is the middle. Here is the whole journey.

NameChangeAgent is a platform built for exactly this one job, done properly, in your own tehsil. We are based in Delhi and we work with families across Kullu district entirely online, from Kullu town and Manali out to Bhuntar, Naggar, Banjar, Anni, Nirmand, Sainj and Tirthan. You send photographs of what you have on WhatsApp. We read them, tell you honestly which route your case needs, and then carry it through. In a valley where the season decides when you can travel, doing this without anybody moving is the point.

What makes a Kullu file different is how narrow the correct answer is. This was a sub division of Kangra district for a hundred and seventeen years, a district of Punjab for three, and a district of Himachal Pradesh since November 1966. Lahaul and Spiti separated from the Kullu tehsil in 1960, before Kullu itself was a district at all. And the capital sat at Naggar, then Sultanpur, before the modern town grew around the Dhalpur ground. A generic online form asks about none of that, and an agent working from a template will see Kangra district on a Kullu family's certificate and quietly assume somebody made a mistake. We ask before a single word is drafted, because a file worded correctly the first time does not come back.

Name Change in Kullu, Frequently Asked Questions

Clear answers to the questions we hear most often.

How do I change my name legally in Kullu?
In three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. We handle all three for you, fully online.
My old certificate says Kangra district but I am from Kullu.
That is correct for its time. After the British took this territory in 1846, Kullu was a sub division of Kangra district under an Assistant Commissioner, and it stayed that way until 1963. Anything issued before then names Kangra.
When did Kullu become a district?
Kullu was declared a district of Punjab in 1963, and on 1 November 1966 it became a district of Himachal Pradesh under the Punjab Reorganisation Act.
So when is Kullu district, Punjab correct on a document?
Only between 1963 and 31 October 1966, a window of about three years. Before 1963 the district is Kangra, and from November 1966 the state is Himachal Pradesh.
My family is from Lahaul and my old paper names Kullu tehsil.
That is right. Lahaul and Spiti were part of the Kullu tehsil under British rule and after independence, until 1960 when they were constituted as a separate district. A pre 1960 record from there can name Kullu tehsil, Kangra district and Punjab.
How did Lahaul and Spiti become a district before Kullu?
Lahaul and Spiti was separated in 1960 while both were still in Punjab, and Kullu itself was declared a district three years later in 1963. The area administered from here became a district first.
My paper names Sultanpur or Naggar instead of Kullu.
Both are genuine. Naggar was the earlier capital and its old castle housed the British Assistant Commissioner, then Sultanpur became the seat, and the modern town grew around the Dhalpur ground beside it. They are all within a few kilometres of each other.
Should I take the state Gazette or the Central Gazette?
The Central Gazette. Older records here name Punjab and Kangra, and families in this valley deal with banks, employers and universities across several states. The state Gazette portal also states that the Himachal Pradesh Gazette is published online only and that notifications are submitted by Departments.
How much does a name change cost in Kullu?
The Central Gazette Government fee is Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Delhi office. Newspaper and affidavit charges are extra. Our complete service starts at Rs 3,999.
Will the Gazette update my Aadhaar and PAN automatically?
No. The Gazette is the proof of the change. You then apply to each authority separately, and each has its own process. We guide you through Aadhaar, PAN, passport, provident fund, bank and property records after publication.
