Before they were merged, Kardang was the capital of Lahaul and Dhankar was the capital of Spiti. On 1 July 1960 the Punjab government created the combined district with its headquarters at Keylong in Lahaul, and Spiti became a sub division with its own headquarters at Kaza. Both former capitals are still there, and both are now villages with monasteries rather than seats of administration.

So the question we ask first here is not what your papers say. It is which valley you are from. A Lahaul family's older records run through Kardang and Keylong, and further back through Kullu and Chamba. A Spiti family's run through Dhankar and Kaza, and further back through Ladakh. Two people in the same district office queue, holding papers from the same decade, can be describing two different administrative worlds, and both are right. An agent who treats this as one district with one history will get one of them wrong.

Two papers are needed, one Hindi and one English, not just one
The notice must repeat the same old name, new name and address as the affidavit

A Record Chain Like Nowhere Else

In Spiti the Land Revenue Was Collected by the Nono

The district administration's own history explains something we have not found in any other district. Because of Spiti's remoteness and lack of resources, the British followed the example of the earlier Ladakhi rulers and made no substantial change to how the territory was administered. The Nono of Kyuling was recognised as the hereditary Wazir of Spiti, a position re-affirmed by the Spiti Frontier Regulations of 1883, and he represented the Government. He collected the land revenue on its behalf. His judicial jurisdiction covered every criminal case except murder. Major Hay, the Assistant Commissioner of Kullu, had taken charge in 1849, the Nono was granted a jagir, and in 1873 he was formally vested with honorary magisterial powers.

That is not a piece of trivia. It means the revenue and record chain in Spiti did not run through an ordinary tehsildar under ordinary rules for a very long time. It ran through a hereditary officer under a special frontier regulation. Old land papers, entries and attestations from Spiti can therefore look unlike anything a verifier in another state has seen, and be entirely genuine. In 1941 Spiti and Lahaul together were made a separate sub tehsil of the Kullu sub division with headquarters at Keylong, and only after 1960 did Spiti get its own sub division at Kaza.

We do not interpret old revenue entries, and nor should an agent: what we do is name the office and the instrument exactly as your paper shows, with its year and the regulation it sat under, so the document is presented as what it is. For anything about the entry itself, the revenue authority at Kaza is the office to ask, not us.

A District Before Its Own Parent

Created by Punjab in 1960, Transferred to Himachal in 1966

Until 1960 this whole area was part of the Kullu tehsil, which was itself a sub division of Kangra district. In 1941 a sub tehsil of Lahaul and Spiti had been created with headquarters at Keylong. Then on 1 July 1960 the Government of Punjab converted the Lahaul and Spiti area into a district. Kullu itself was only declared a district in 1963, three years later, and in 1966 both were transferred to Himachal Pradesh under the Punjab Reorganisation Act. So this district existed before the district it had been administered from.

Read that as paperwork. A record from before 1960 from Keylong, Kaza or any village in either valley names Kullu tehsil, and the district on it is Kangra, in Punjab. Between 1960 and 1966 it names Lahaul and Spiti district in Punjab. Only from November 1966 does it name Himachal Pradesh. Three quite different addresses in six years, for families who have farmed the same fields for generations. There is one more layer in Lahaul specifically, because before independence the belt was divided between what was called British Lahaul and Chamba Lahaul, so a very old Lahaul paper can carry a Chamba reference as well.

Not Every Case Here Needs a Gazette

Many agents sell a Gazette for every case. That is not honest, and here the easiest sale is to point at an unfamiliar old office or an unusual land entry and call the document doubtful. It is not doubtful. Kullu tehsil, Kangra district, Kardang, Dhankar, a Nono attestation or a Chamba Lahaul reference were all correct in their time. Those need an affidavit that names each one with its year, not a notification, and no Gazette will alter what an earlier authority wrote.

A name error in a birth certificate is corrected by the Registrar through the panchayat where the birth was registered. Tribe, caste, income, residence and domicile certificates are corrected by the issuing authority, and land record entries through the revenue side at Keylong or Kaza. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
