We are spending a whole section on one sentence because of where you are reading it. Kolar has been described as a district on the crossroads of three states that represents a mini-India. Kannada is the primary language, Urdu is widely spoken, and there are a great many Tamil and Telugu speakers, particularly around Kolar Gold Fields, where families came for the mines over generations. Bangarapet is recorded as having had a fifty four per cent Telugu population at the time of the state's formation. A line saying only natives can apply lands hardest exactly here, on the people least likely to challenge it.
Three Towns Named After British Officers, and Only One Changed
As the gold fields developed, townships were laid out and named after British officials. Bowringpet, Robertsonpet and Andersonpet. Bowringpet was renamed Bangarapet after independence, and its earliest recorded name was Marmutlu, also written Maramootlu, so that town has carried three names. Robertsonpet, established in 1902 and named after Sir Donald Robertson, the British Resident of the princely state of Mysore, was not renamed. Neither was Andersonpet. Robertsonpet is still the name of the city municipal council for Kolar Gold Fields today, with its own government website.
Then there is the detail we like most in this whole state. Bangarapet Junction railway station carries the station code BWT. That is Bowringpet. The town gave the name up at independence and the code did not. It is printed on tickets today, nearly eighty years later, for a name nobody has used since. If you want one clean illustration of why an old form on a document is not an error, that is it, and it is on a piece of paper somebody in this district is holding right now.

Higher Stamp Duty Does Not Get You Rejected

Read the second half of that again. Rs 200 is more than the Rs 100 the same sentence says is required, and it is being presented as a reason your file comes back.
Stamp duty is a minimum, not a target. A document bearing more duty than the law requires has not been under stamped and is not defective for that reason. And the figure in the statute is lower still. Under the Karnataka Stamp Act, 1957 an affidavit attracts stamp duty of Rs 20. So that one sentence names the wrong amount, and then invents a penalty for exceeding an amount it has already got wrong. It is the clearest example we have found of a rule written to sound authoritative rather than to be true.

Published accounts record that Kolar was formerly known variously as Kolahala, Kuvalala and Kolala, and was called Kolahalapura during the middle ages. Kolahalapura in Kannada is explained as meaning the violent city, because the place was a battlefield between the Chalukyas to the north and the Cholas to the south. It was the capital of the Gangas until the fourth century, when they moved to Talakad. Four earlier forms of the name, and a meaning that reads as a description of what kept happening there.

Kolar has been four things in writing, Bangarapet has been three, and the railway is still using a fourth name for a station in a town that changed its own. Not Every Case in Kolar Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969.
