The Pakur district administration's history page, describing the same events in the same division, names them Siddhu and Kanhu. Both are Government of Jharkhand websites. Both are writing about the men whose rebellion led directly to the creation of Santhal Pargana in 1855.

And it happens again with the people of these hills. The Godda district administration records the early inhabitants identified by Megasthenes as the Maller. The Pakur district administration writes Maler, with one L, and adds a third name by identifying them with the Malli of Chandragupta Maurya's time. Three forms for one people, two forms for two national figures, all on official pages, all this year.

So please do not arrive here embarrassed about your own paperwork. If the state cannot hold one spelling for the men it honours, a difference between your matriculation certificate and your Aadhaar is not a failing in your family. What it needs is not an apology. It needs an affidavit that names each version exactly as it appears, on the document it appears on, so that one published notification ties them all to you.

The documents must not be older than one year. This is the rule that quietly costs people the most. An affidavit sworn and a notice published, then the file left while life got busy, and a year and a half later both have to be redone and paid for again. 1855, and a Name Chosen for a Reason

Santhal Pargana Was Named Perhaps to Appease the Santhals

The Pakur district administration's own history page is unusually frank about this. It records that ten thousand Santhals assembled and that Pakur and Maheshpur were sacked during the rebellion, that the British suppressed it, and that the extraordinary courage shown left its impression on them. Then it says that the government realised the Santhals had to be kept in good humour if it wanted to rule this area, that a separate district was created by Act XXXVII of 1855, and that it was given the name of Santhal Pargana, perhaps to appease the Santhals.

A district named as a political act, to settle something a name alone could partly settle. We would not have written that sentence ourselves and we do not need to. It is on the government's page, and it makes a point we make on every one of these pages in weaker words. Names carry weight. They are given for reasons, sometimes reasons that have nothing to do with the people carrying them, and they last a very long time afterwards.

Which is why it is worth getting your own right, once, properly. A Gazette notification is not paperwork for its own sake. It is the one published, dated, national record that fixes which version of your name is yours, and it stops the drift that otherwise continues through every office that copies from the last one.
1868, 1983, 1994

For Eleven Years Pakur Was Tagged With Sahibganj

The chain here is longer than in most districts and the phrasing used for it is worth quoting. Pakur was a sub division of Santhal Pargana district from 1868. When Santhal Pargana was divided into four districts, Dumka, Deoghar, Godda and Sahibganj, Pakur was tagged with Sahibganj, and it remained a sub division of Sahibganj until it was upgraded to a district on 28 January 1994, under a notification of the state government of Bihar. Then in November 2000 the state itself became Jharkhand.

So papers issued here can name Santhal Pargana before 1983, Sahibganj between 1983 and January 1994, Pakur after that, and Bihar for anything before November 2000. Four correct answers for one house, and the middle one is a district your family may never have thought of as theirs. Nobody Agrees on How Big This District Is

Open Wikipedia's article on Pakur district. The information box on the right states the total area as 1,805.59 square kilometres. The first paragraph of the same article states that the district covers 686.21 square kilometres. Those two numbers are on the same page and one is more than two and a half times the other. Elsewhere the figure appears as 696.21, which differs from 686.21 by a single transposed digit.

The borders wander too. Wikipedia says the district is bounded on the east by both Birbhum and Murshidabad districts of West Bengal, while other accounts name only Murshidabad. We are not going to resolve any of this and it makes no difference to your file. We set it out because the same habit that produces these numbers produces the confident, unsourced answers you will get from somebody selling you a name change.

Ask whoever you use one simple question: when did Pakur become a district, and where does its own government say so. The answer, and whether they can point at a source, will tell you more than any promise about speed. Here the easy pitches are pointing at Sahibganj on a paper from before 1994, pointing at Santhal Pargana on anything older, pointing at Bihar on anything before November 2000, or pointing at a Santali or Bengali spelling and calling it a defect. None of those is a defect. All were correct when written, and this is a district where two government sites cannot agree on how to spell the names of the men the state honours.

A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
