To change your name legally in Seraikela Kharsawan, you follow three steps. A notarised affidavit, a public notice in one daily local leading newspaper, and a Central Gazette notification with the fee paid on Bharatkosh. This district's own name is spelt several ways in official sources, so send photographs of your papers rather than typing anything out.
This District's Own Name Is Written Several Ways Officially
Wikipedia's article is titled Seraikela Kharsawan district. Its opening sentence says Seraikela town is the district headquarters of Saraikela Kharsawan district. Two spellings, one sentence apart, on the same page. Its article on the princely state states outright that Saraikela is also spelt Seraikela, Saraikella or Seraikella. The district administration's own site writes the formerly princely states of Seraikella and Kharsawa, dropping the final letter from the second name, while Wikipedia's district page writes Kharaswan with the letters in a different order.
So the first half of this district's name has at least four written forms and the second half has at least three, and every one of them appears in a source that ought to know. If you have ever felt awkward that your surname is spelt differently on your matriculation certificate and your Aadhaar, look at what the offices around you manage with their own district's name, in writing, today.

Two Princely States, Joined Into One Name
The district administration records that in 1620 Kumar Bikram Singh established the Seraikela state, and that after independence it was merged with Bihar and ranked as a subdivision within the boundaries of Kharsawan state. Seraikela and Kharsawan acceded to India on 1 January 1948 with a view to merging with Orissa, and on that same day the tribal population of both states, who were in the majority, rose against that merger. A commission under Mr Baudkar was appointed, and on its report the two states were merged with Bihar on 18 May 1948 instead. In 1950 thirty nine villages of the Chandil, Nimdih and Tamar areas were added under the territories act.
So the name of this district is not a name at all in the ordinary sense. It is two names joined, belonging to two states that were separate for centuries and are now one line on your address. That is worth remembering when somebody looks at your papers and finds two versions of your own name in them. Names get joined, split and rewritten by decisions taken elsewhere, and the record simply carries whatever it was given at the time.
Five Regional Languages in One District
Hindi is the official administrative language of this district and the regional languages are recorded as Ho, Mundari, Odia, Bengali and Santali. It goes further than a list. Bengali predominates in rural areas, and Odia is the primary language of the western part, historically associated with the former Saraikela state. So which language your grandfather's name was first written in may depend on which side of this district his village sits on.
That produces a very specific problem and it is nobody's fault. A name spoken in Ho or Santali, written into a school register in Bengali or Odia script, and later typed into an Aadhaar record in English can arrive in two or three defensible forms. That is transliteration rather than a change of name, and knowing which one you have decides whether you need a Gazette notification at all or something much smaller and cheaper.
A District Known for a Dance Performed Behind Masks
Seraikela is the home of Seraikela Chhau, one of the three distinctive styles of the Chhau dance, and the district administration calls the town the Mecca for connoisseurs of music and dance and describes Chhau here as a unique amalgamation of Oriya and tribal culture. The Seraikela style is danced in masks. The face the audience sees is not the dancer's own, and the whole art depends on how much can be carried by a fixed outward form.
We would not force a metaphor onto a legal page, but this one arrives on its own. A name is the face you present in every record you will ever be part of, and it does not always match what is underneath. Some people want to change theirs because it never fitted. Some because a marriage or a divorce moved it. Some because a clerk fixed a mistake into place decades ago. All of those are ordinary reasons, and the law provides one clean process for every one of them.
Papers From Before 2001 Correctly Name Another District
Seraikela Kharsawan was carved out of West Singhbhum district in 2001, taking eight of its blocks. Before January 1990 there was no West Singhbhum either, only a single Singhbhum district. And anything issued before 15 November 2000 names Bihar. So a family here can hold papers naming Singhbhum, West Singhbhum, Bihar and Seraikela Kharsawan, all of them correct for the year they were written, all describing the same village.
An agent who looks at a West Singhbhum era certificate and calls it outdated is not reading it properly. Our page for the parent district is at name change agent in West Singhbhum, and for the other half of the old Singhbhum district, name change agent in Jamshedpur.
Jharkhand Gazette or Central Gazette Here?
With Adityapur's industry and three Lok Sabha seats crossing this district, this is not close.
| Point | Jharkhand Gazette | Central Gazette of India |
|---|---|---|
| Reported position in July 2025 | Name change notifications halted with immediate effect | Unaffected, a separate national route |
| Published by | Directorate of Printing and Stationery, Department of Finance | Department of Publication, Delhi |
| How the fee is paid | As set by the state for its own heads | Bharatkosh online, receipt attached to the file |
| Papers naming Singhbhum or West Singhbhum | Explained office by office | One published proof settles it everywhere |
| Papers naming Bihar before 2000 | Effective within Jharkhand | Accepted in Bihar as well |
| Employment records at Adityapur and central undertakings | Not what those offices work from | The central notification they expect |
| Family across the Purulia border in West Bengal | Questioned in West Bengal | Accepted there too |
| Passport and going abroad | Usually not accepted for visa and attestation | The proof passport offices and embassies look for |
Not Every Case Here Needs a Gazette
Many agents sell a Gazette for every case, and this district hands them plenty of openings. Pointing at Singhbhum or West Singhbhum on a paper from before 2001. Pointing at Bihar on anything before November 2000. Pointing at a name written from Ho, Santali, Odia or Bengali and calling it wrong. Pointing at Seraikela spelt one way here and another way there. None of those is a defect, and the last one is something the district's own sources do.
A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. Our name spelling correction page explains the difference.

Your Complete Name Change Journey in Seraikela Kharsawan, Handled by NameChangeAgent
Most people think the Gazette is the finish line. It is the middle. Here is the whole journey.
NameChangeAgent is a platform built for exactly this one job, done properly. We are based in Delhi and we work with families across Seraikela Kharsawan entirely online, from Seraikela town and Adityapur to Kharsawan, Chandil, Ichagarh, Nimdih, Gamharia, Rajnagar, Kuchai and Kukru. What makes a file here different is that everything about this district's name is plural. Two princely states joined into one district name, each spelt several ways in official sources, and five regional languages across it, with Bengali common in the villages and Odia dominant in the west. Add papers naming Singhbhum, West Singhbhum or Bihar depending on the decade. Meanwhile the pages ranking for this state tell you to book two newspaper advertisements and make your affidavit in Delhi, neither of which is right. We ask before a single word is drafted.

This page explains a documentation process and is not legal advice on your individual case. The historical material is included to explain why older papers here name different districts and states, and where sources disagree, as they do on the dates of accession and merger, we set out the disagreement rather than choosing quietly. Service record and provident fund corrections follow the employer's own procedure. Separate guidelines apply to change of name and gender, and to minors. Fees are set by the Department of Publication and are revised, so confirm the current position before you pay. For a contested matter, or anything before a court, you need a lawyer engaged for you specifically.
