1620, 1948, 2001

Two Princely States, Joined Into One Name

The district administration records that in 1620 Kumar Bikram Singh established the Seraikela state, and that after independence it was merged with Bihar and ranked as a subdivision within the boundaries of Kharsawan state. Seraikela and Kharsawan acceded to India on 1 January 1948 with a view to merging with Orissa, and on that same day the tribal population of both states, who were in the majority, rose against that merger. A commission under Mr Baudkar was appointed, and on its report the two states were merged with Bihar on 18 May 1948 instead. In 1950 thirty nine villages of the Chandil, Nimdih and Tamar areas were added under the territories act.

So the name of this district is not a name at all in the ordinary sense. It is two names joined, belonging to two states that were separate for centuries and are now one line on your address. That is worth remembering when somebody looks at your papers and finds two versions of your own name in them. Names get joined, split and rewritten by decisions taken elsewhere, and the record simply carries whatever it was given at the time.

One place where the sources will not agree, and we say so: the body of Wikipedia's article on the princely state gives 1 January 1948 for accession and 18 May 1948 for the merger with Bihar, while the infobox on the same page gives 13 December 1948 and 1 August 1949. We follow the narrative account and the district administration. None of it changes your file, and we mention it because we read the sources rather than copying the first one.
Hindi, Ho, Mundari, Odia, Bengali, Santali

Hindi is the official administrative language of this district and the regional languages are recorded as Ho, Mundari, Odia, Bengali and Santali. It goes further than a list. Bengali predominates in rural areas, and Odia is the primary language of the western part, historically associated with the former Saraikela state. Seraikela Kharsawan was carved out of West Singhbhum district in 2001, taking eight of its blocks. Before January 1990 there was no West Singhbhum either, only a single Singhbhum district. And anything issued before 15 November 2000 names Bihar. So a family here can hold papers naming Singhbhum, West Singhbhum, Bihar and Seraikela Kharsawan, all of them correct for the year they were written, all describing the same village.
