The district administration's own page states it plainly. The city was established in the tenth and eleventh centuries by the Kalyani Chalukyas and was known as Vijayapura, the city of victory. It passed to the Yadavas, came under the Delhi Sultanate, then the Bahmani Sultanate in 1347, and by that period the city was being referred to as Bijapur, a Persianised form of the same word. The Adil Shahi dynasty ruled from here from 1489 to 1686 and the name Bijapur stayed in use for over five centuries. Then on 1 November 2014, with central approval given in October, the older name came back.

So nothing was invented in 2014. A name that had been the city's own in the eleventh century was restored to the records after a very long absence. Bengaluru pin codes begin with 560. The 500 series belongs to Hyderabad, in another state. One digit, and anything you post goes several hundred kilometres in the wrong direction, to an address that does not exist there either.

This matters more from here than from most places. Vijayapura is around five hundred and twenty kilometres from Bengaluru, so nobody from this district is going to walk past the building and notice. You would post it, wait, and eventually find out. Before you send anything anywhere, read the pin code and check that it starts with the right two digits for the city named beside it.

The one address that actually matters for our route. For the Central Gazette the completed file goes by post or courier to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. The same site also tells you to cut at least ten original copies from the newspaper, where the guidelines require the original paper to be forwarded, and describes the Gazette step as not mandatory before recommending it anyway. Pages ranking for this state name national dailies by title. One tells you to place one advertisement in a local paper, preferably Kannada, and one in a national newspaper, and names two. The Department of Publication's guidelines for change of name for an adult say the change should be advertised in one of the daily local leading newspapers, stating the father's or husband's name along with the residential address, with the original forwarded. Local is the word in the guidelines. A national rate is several times a local one, and from a district this far north that difference is real money.

Nobody Agrees What This City's Name Means, and It Shows in Print

Vijayapura is generally read as Sanskrit, vijaya meaning victory and pura meaning city, so the city of victory. Bijapur is usually explained as the Persianised form of that same word. But look at one widely used encyclopedia entry and you will find two people disagreeing inside the same paragraph. One sentence states that Beejpur literally means replete with seeds in Sanskrit, meaning pomegranate. The very next sentence replies that Beejpur is a Hindi word and does not exist in Sanskrit. Both were left standing.

And one careful published account goes further, saying that the exact origin of the name and the specific victory it commemorates remain subjects of historical discussion. A city called the city of victory, and nobody can say for certain which victory. If the meaning of a place name can stay genuinely unsettled for a thousand years while everybody carries on using it, your matriculation certificate and your Aadhaar disagreeing on one letter is a small thing.

What we take from that for your affidavit. Do not choose quietly between versions of your own name. Name every form that appears, on the document it appears on, and let the reader see the whole picture. An affidavit that lists only the version you believe is correct leaves every other record unexplained, and those are exactly the records an office will ask about.
1885 and 1997

The Headquarters Moved From Bagalkot, and 112 Years Later Bagalkot Left

Bijapur was made the administrative headquarters of the district in 1885, when the headquarters were moved from Bagalkot. After independence the district was part of Bombay State, and it was reassigned to Mysore State in 1956, which became Karnataka in 1973. Then in 1997 the district was partitioned and Bagalkot became a district of its own. Published accounts note that Bijapur had been the largest district in the state with eleven taluks, and the partition left it with five.

Eleven to five. That is the largest proportional loss of any district we have written about, and it happened in living memory. If your family holds land records, school certificates or service papers from before 1997 that name Bijapur district for an address that is in Bagalkot district today, those papers are correct for their year. They are old, not wrong, and they need explaining in the affidavit rather than correcting at any counter.

And the taluk count itself is not settled in print. One widely read account still says the district has five taluks. The district administration's own page lists eight taluks in the Vijayapura sub-division alone, before the second sub-division is counted, which means taluks have been created since that account was written. So tell us the taluk exactly as your document prints it and we will place it in the right period rather than guessing from a list.

Not Every Case in Vijayapura Needs a Gazette

A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. You apply to that Registrar with the supporting documents. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority.
