You can drive from one to another without noticing you have left. What you cannot do is move a document between them.
Panchkula is in Haryana, so a certificate issued here belongs to a Haryana authority. Chandigarh is a Union Territory administered by the Centre, so a Chandigarh certificate belongs to the Chandigarh Administration. Mohali is in Punjab. Parwanoo and Solan across the northern boundary are in Himachal Pradesh. Four jurisdictions sit within a short drive of each other, and each one can only correct the records it issued. A Panchkula office cannot amend a Chandigarh birth certificate, however close the two buildings are. A great many families here hold papers from two or three of them, because a child was born in one, schooled in another and the parents work in a third.

The Printing and Stationery Department of Haryana publishes the state Gazette from an office at Sector 18, Chandigarh, and it runs a second press at Sector 6, Panchkula. In 1966 This District Was Cut Four Ways
Panchkula district was formed on 15 August 1995 as Haryana's seventeenth district, carved out of Ambala. But the deeper story is what happened in 1966. The district administration records that before Haryana was formed, Ambala district had six tehsils, and in the reorganisation it lost Nalagarh tehsil to Himachal Pradesh, Rupnagar tehsil and most of Kharar tehsil to Punjab, and a set of villages including the Chandigarh Capital Project Area to the newly formed Union Territory of Chandigarh. One district became parts of four jurisdictions in a single year.
There is an older layer too. The Kalka area was part of Simla district and was transferred to Ambala district in 1899. So a genuinely old family paper from the Kalka or Pinjore side can name Simla, and a pre 1966 paper can name an Ambala district that today covers land in four different governments. None of it is wrong. The affidavit names each document, its authority, its year and the place exactly as written, then states that the village and the family are unchanged. Not Every Case in Panchkula Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and here the commonest error is different. People are told a Gazette will let a Panchkula office correct a Chandigarh or Mohali certificate. It will not. A Gazette publishes a change to a person's name. It does not give one government authority over another government's records, and no notification will let a Haryana office amend a Union Territory or Punjab document.
A name error in a birth certificate registered here is corrected by the Registrar through the Municipal Corporation Panchkula, or the municipal committee or gram panchayat where the birth was registered, and a birth registered in Chandigarh or Mohali goes back to that administration instead. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. If an office refuses in writing, the appeal runs upward through the Deputy Commissioner, which our Karnal page sets out. A Gazette is for a full legal name change, and for cases where the same difference repeats across records from more than one jurisdiction.
